Bump xmldom and @angular/cli in /pact/pact-angular

Removes [xmldom](https://github.com/xmldom/xmldom). It's no longer used after updating ancestor dependency [@angular/cli](https://github.com/angular/angular-cli). These dependencies need to be updated together.


Removes `xmldom`

Updates `@angular/cli` from 1.4.4 to 1.7.4
